What you will need is some good sturdy amazon laminating pouches.

Can you iron laminating pouches? 

Yes, the iron acts as a heat sealer. Just like when you would laminate a normal sheet.

You would just seal the laminating pouch on the sides and the bottom, fill in with hair gel or oil and water,  add your pieces then seal it back up again.
